A groundwater monitoring system shall be installed that will yield groundwater samples from the uppermost aquifer that:

1. (1) represent the quality of background groundwater that has not been affected by the disposal facility; and
2. (2) represent the quality of groundwater that has passed underneath the disposal facility.
