The following ASR authorizations require Tier I applications.

1. (1) Minor modification of any ASR permit for minor changes.
2. (2) Modification of an approved closure plan for an ASR operating permit.
3. (3) Modification of an approved corrective action plan.
4. (4) Modification of a limited-scale ASR pilot project permit.
