(a) Complaints may be made by any of the following:
- (1) the toll-free hotline;
- (2) mail, including electronic transmission;
- (3) telephone to any DEQ telephone number; or
- (4) in person at any office of the DEQ.
- (b) Complainants may request to be anonymous or to remain confidential.
