In the event that an appointed Inspector, Judge or Clerk is unable to work in a specific election due to illness or conflicting plans, the Secretary shall be authorized to name a substitute for that position for the affected election. This substitute Precinct Official shall be a registered voter in the same political party and shall be trained in the duties of the position in the same manner as the appointed official.
