The requirements of this Subchapter pertain to the designation of Eligible Telecommunications Carriers by the Commission or the Federal Communications Commission pursuant to 47 U.S.C. § 214(e) and the provision of Supported Services by Eligible Telecommunications Carriers (hereinafter referred to as "ETCs"). All ETCs shall comply with federal requirements, the requirements of this Subsection, and, if also eligible for participation in the Oklahoma Lifeline Fund, the requirements of OAC 165:59-9-1 et seq; failure to comply with these requirements may result, after notice and a hearing, in fines or other punishments, including but not limited to the revocation of an ETC designation.
