1. (a) Each public utility shall pay an assessment in equal amounts on a quarterly basis. For each fiscal year, the first quarterly payment shall be due no later than thirty (30) days from the mailing date of the notice provided by 165:5-3-22(c). Subsequent payments will be due as follows:

   1. (1) Second quarterly payment due no later than October 1.
   2. (2) Third quarterly payment due no later than January 1.
   3. (3) Fourth quarterly payment due no later than April 1.
2. (b) A public utility may, at its discretion, pay its annual assessment prior to the due date of the quarterly payments.
