PSTD shall provide for public participation in the enforcement process by:

1. (1) Providing notice and opportunity for public comment on all proposed settlements of civil enforcement actions (except where immediate action is necessary to adequately protect human health and the environment);
2. (2) Investigating and providing responses to citizen complaints about violations;
3. (3) Not opposing citizen intervention when permissive intervention is allowed by statute, rule or regulation; and
4. (4) PSTD hearings are open to the public and interested parties are encouraged to attend.
