PSTD shall provide for public participation in the enforcement process by:

1. (1) Providing notice and opportunity for public comment on all proposed settlements of civil enforcement actions (except where immediate action is necessary to adequately protect human health and the environment);
2. (2) Investigating and providing responses to citizen complaints about violations; and
3. (3) Not opposing citizen intervention when permission intervention is allowed by statute, rule or regulation.
4. (4) PSTD hearings are open to the public and interested parties are encouraged to attend.
