A licensee may surrender any license by submitting notification to NMLS&R and delivering the license to the Administrator. Such surrender shall not affect the liability of the licensee for acts committed before the surrender of the license. A surrender shall not impair or affect the obligation of any preexisting lawful contract between the licensee and any borrower.
