The Commission shall partner with conservation districts to get planners hired, housed, and writing plans. The conservation districts shall be primarily responsible for:

1. (1) Keeping and tracking all the NMP funds in a separate bank account from other district funds.
2. (2) Keeping the Commission apprised of the funds.
3. (3) Following program guidelines.
4. (4) Housing planners.
