The Department may take any or all of the following actions with regard to a substate planning district when there has been a substantiated program violation as delineated in 150:45-5-2 of these rules:
- (1) Add conditions to contracts;
- (2) Withhold funds;
- (3) Reduce the total amount of a grant award;
- (4) Require the return of unexpended funds;
- (5) Require repayment of expended funds;
- (6) Cancel an allocation agreement and recover all funds expended in an ineligible manner prior to the date of notice of cancellation, or
- (7) Deny future program applications and proposals and program participation for a period not to exceed two (2) program years.
