- (a) The program funds allocated annually to the State will be awarded to units of local government through a request for proposal process that shall include submission of formal project proposals as described in an application guidelines packet developed annually by the Department.
- (b) The application packet is developed in such a manner that it describes the threshold criteria for project selection as set out in the State Plan/Final Statement.
- (c) The State Plan and/or application packets shall be made available to eligible applicants and interested parties on a request basis. Requests for the State Plan and/or application packets should be directed to the Department.
