Proposed Small Cities Community Development Block Grant projects receiving funding under each set-aside will result in a contractual agreement between the sponsoring unit of local government and the Department. As an extension of the contract, the grantee unit of local government shall be provided with a Program Contractor's Implementation Manual. Projects must comply with the Contractor's Implementation Manual corresponding with the program year in which the project proposal was submitted.
