Commission members are appointed by the Governor. The members of the Commission select from the Commission a Chairman and Secretary. The duties of the officers of the Commission are as follows:

1. (1) The Chairman shall preside at meetings and cause the agenda to be prepared for the meeting.
2. (2) The Secretary shall complete the necessary arrangements for the meetings; cause to have notices and agendas sent to Commission members; and cause to have the minutes of the meetings recorded.
