All municipal corporations may:

1. (A) Establish, maintain, and operate municipal lighting, power, and heating plants;
2. (B) Furnish the municipal corporation and the inhabitants thereof with light, power, and heat;
3. (C) Procure everything necessary for such operations;
4. (D) Acquire by purchase, lease, or otherwise, the necessary lands for such purposes, within and without the municipal corporation.
