Subject to sections 705.01 to 705.92, inclusive, of the Revised Code, the council may:

1. (A) Create and discontinue departments, offices, and employments;
2. (B) Appoint or provide for the appointment of all officers and employees of the municipal corporation;
3. (C) Remove any such officer or employee by a majority vote of all members;
4. (D) By ordinance or resolution prescribe, limit, or change the compensation of such officers and employees.
