The kinship support program shall provide financial payments to kinship caregivers who:

1. (A) Receive placement of a child who is in the temporary or permanent custody of a public children services agency or under the Title IV-E agency with legal responsibility for the care and placement of the child; and
2. (B) Do not have foster home certification under section 5103.03 of the Revised Code.
