The department of mental health and addiction services shall not charge a liable relative under sections 5121.33 and 5121.35 of the Revised Code who has done either of the following:

1. (A) Paid all amounts charged by the department for the care and treatment of a particular patient for fifteen consecutive years;
2. (B) Paid amounts charged by the department for the care and treatment of more than one patient for a total of fifteen consecutive years.
