Beginning with the state budget that is introduced following the effective date of this section, and subsequent state budgets thereafter, the director of budget and management, in consultation with the medicaid director, shall request and propose multiple medicaid health care services general revenue fund appropriation items. At a minimum, the directors shall propose a separate general revenue fund appropriation item for the different health care services included in the medicaid program, including all of the following:

1. (A) Services provided under the care management system;
2. (B) Nursing facility services;
3. (C) Hospital services;
4. (D) Behavioral health services;
5. (E) Services provided under medicaid waiver components administered by the department of aging;
6. (F) Prescription drug services;
7. (G) Physician services;
8. (H) Services provided under the Ohio home care waiver program;
9. (I) Services provided under medicaid waiver components administered by the department of developmental disabilities;
10. (J) Services provided under the medicaid waiver component known as the Ohio resilience through integrated systems and excellence (OhioRISE) waiver;
11. (K) Any other medicaid health care services that the directors determine should have a separate general revenue fund appropriation item.
