(a) The commission may license special lottery sales agents, subject to such conditions or limitations as the commission, in the commission’s discretion, may deem appropriate. These limitations or conditions may include, but are not limited to:

1. (1) length of license period;
2. (2) hours or days of sale;
3. (3) location or site of sale;
4. (4) specific persons who are allowed to sell lottery tickets;
5. (5) specific sporting, charitable, social, or other special events where lottery tickets may be sold in conformity with the acts.
