Awards to breeders and stallion owners and premiums paid to owners of New York-breds shall not be fixed amounts. The amounts paid shall be equal to percentages of purse moneys paid to the owners of the New York-breds finishing first, second, third or fourth and shall be set by the commission of directors. A schedule of the award and premium percentages shall be made available prior to January 1st of each year and may be changed from time to time by majority vote.
