1. (a) not less than 30 days before commencement of any work for which the filing of plans and obtaining of permits is required;
2. (b) at least 30 days and not more than 120 days prior to filing any such plans or applying for such permit; or
3. (c) within 30 days after the first communication, written or oral, to any tenant or occupant of such building, of the landlord's intention to alter or demolish.

The landlord shall submit a certified statement to the Division of Housing and Community Renewal, upon forms prescribed by the administrator, before filing plans and applying for a building permit to alter or demolish all or part of a building containing housing accommodations subject to these regulations. Such certified statement shall be submitted at the earliest of the following dates:
