N.Y. Comp. Codes R. & Regs. tit. 9, § 177.18 – Chairperson of the Independent Review Board.

(a) be responsible for coordinating the activities of the board, with the assistance of the ombudsman director;
(b) preside at meetings of the board;
(c) recommend to the director of the division agenda items for board meetings; and
(d) make recommendations to the director of the division for the removal of inactive board members.

The director of the division shall appoint one of the members of the Independent Review Board to serve as its chairperson. The member so appointed shall serve as chairperson for a renewable term of one year. The chairperson of the board shall:
