No licensee holding a license pursuant to section 61 or 62 of the Alcoholic Beverage Control Law, shall sell, offer for sale, agree to sell or deliver to a retail licensee holding a license pursuant to section 63 or 64 of the Alcoholic Beverage Control Law, in this State, any liquor described and identified by warehouse receipts, unless and until a specimen of such receipt shall have been submitted to the State Liquor Authority with a written request for approval and written approval by the authority obtained.
