No licensee holding a license pursuant to section 61 or 62 of the Alcoholic Beverage Control Law, shall sell, offer for sale, agree to sell or deliver to a retail licensee holding a license pursuant to section 63 or 64 of the Alcoholic Beverage Control Law, in this State, any liquor described and identified by warehouse receipts, if, after the solicitation and sale of the liquor, such receipts shall have been pledged, hypothecated or deposited for collateral security for any loan or upon any other condition.
