No licensee holding a license pursuant to section 61 or 62 of the Alcoholic Beverage Control Law, shall sell, offer for sale, agree to sell or deliver to a retail licensee holding a license pursuant to section 63 or 64 of the Alcoholic Beverage Control Law, in this State, any liquor described and identified by warehouse receipts, unless the seller is the sole and exclusive legal owner of such receipts and is in sole and exclusive possession and control of such documents at the time of solicitation, sale and delivery of the liquor.
