No retail licensee holding a license pursuant to section 63 or 64 of the Alcoholic Beverage Control Law, shall purchase, agree to purchase, acquire title to or receive in this State, any liquor described and identified by warehouse receipts, except if purchased from the holder of a license pursuant to section 61 or 62 of the Alcoholic Beverage Control Law, and as hereinafter provided.
