Licenses and reports required in purchase or sale of receipts.
Executive Department
(a) No manufacturer or wholesaler shall sell, offer for sale, agree to sell, or purchase in this State any warehouse receipts representing liquor or wine stored in this State or stored in another state but intended for shipment into this State unless both the purchaser and the seller are duly licensed by the Liquor Authority.
(b) Each transaction between a manufacturer or wholesaler in this State and a person within, or without this State, involving the purchase or sale of warehouse receipts representing liquor or wiine stored within this State or stored outside the State and intended for shipment into this State, shall be reported to the Liquor Authority within 10 days after the transaction has been consummated. Such report shall set forth the name and address of the seller, the name and address of the of the purchaser, the license numbers, if any, of the purchaser and seller, the name and address of the warehouse in which the liquor or wine is stored, the warehouse in which the liquor or wine is stored, the warehouse receipt numbers, an accurate description of the quantity and type of liquor or wine represented by each such warehouse receipt, and the name and address of the place to which such liquor or wine is to be shipped.
