1. I. Powers and Duties of the Task Force

   The Governor's School and Business Alliance Task Force shall advise the Governor on matters pertaining to the needs of employers, the employment skills required of young workers, and the implementation of the School and Business Alliance. In fulfilling these responsibilities, the task force shall:

2. 1. Inform schools and local businesses of the alliance effort and encourage their participation in the program.
3. 2. Approve guidelines for use by school and business officials when drafting local agreements under the alliance. These guidelines will address such issues as:
4. (a) the criteria used to select students for the program;
5. (b) the minimum academic, attendance, and work readiness standards students are expected to meet as a condition of successful participation in the alliance;
6. (c) the use of State, Federal and local resources and other collateral funding sources and ancillary services in support of alliance objectives;
7. (d) the nature of the work experience to be provided;
8. (e) other business activities to be encouraged under the program, or to be carried out in conjunction with the program;
9. (f) the linkages between schools, businesses, and community and voluntary service providers; and
10. (g) a reasonable target number of jobs to be made available each year under the alliance, and the labor market analysis used to determine that number.
11. 3. Establish criteria for use by the State Director of Economic Development, or a designated agency, in approving the allocation of funds made available for this program for projects jointly developed by participating schools and businesses.

12. 4. Recommend procedures to measure and evaluate the performance of schools and businesses in meeting program objectives set forth in alliance compacts between these parties.

    In carrying out its responsibilities, the task force shall be assisted by an interagency coordinating committee comprising representatives of appropriate State agencies and councils designated by the Governor, including those responsible for providing educational and employment services to youth.

13. II. Membership

    The Governor's School and Business Alliance Task Force shall include the State Director of Economic Development, who shall serve as cochair, and other members, as appointed by the Governor, who shall include representatives of business, labor and education.

    The task force shall meet at the direction of the cochairs and shall report to the Governor on or before January 1, 1987, concerning initial implementation of the School and Business Alliance and by September 30, 1987, concerning completion of the first year of the program.

14. III. Assistance of Other Agencies

    Any department, division, board, bureau, commission or other agency of the State shall provide any assistance and perform such functions as may be requested by the cochairmen of the task force to carry out effectively the duties and responsibilities of the task force.

WHEREAS, The State has undertaken efforts to strengthen partnerships between public schools and the private sector to improve the high school graduation rate and the quality of the youth labor force; and

WHEREAS, Such partnerships are manifested by the Governor's School and Business Alliance through which the private sector will offer job opportunities to selected educationally disadvantaged students who agree to remain in school, attain basic academic and employability skills, and graduate with the capacity to work productively; and

WHEREAS, The primary role for the State in this effort is to promote and coordinate the formation of the alliance, at the local level, especially in those areas with the most serious dropout and attendance problems:

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and the laws of the State of New York, do hereby establish the Governor's School and Business Alliance Task Force.
