I. Membership.
The Committee shall consist of 45 members appointed by the Governor, constituted as follows:
—fifteen representatives of the State's business and professional community, including officials of local private industry councils;
—ten local government officials;
—four representatives of organizations representing employees in New York State;
—six representatives of local educational agencies and community organizations;
—the Lieutenant Governor;
—the Commissioner of Labor;
—the Commissioner of Social Services;
—the Commissioner of Commerce;
—the Commissioner of Education;
—the Chancellor of the State University of New York;
—the Director of the Women's Division; and
—three members of the Legislature.
The Governor will designate a chairman from among the private sector members of the Committee. The Lieutenant Governor will serve as vice-chairman.
Members of the Committee shall receive no compensation, but shall be entitled to reimbursement for any necessary expenses incurred in connection with the performance of their duties.
II. Powers and Responsibilities.
The Committee shall advise the Governor on matters relating to the planning and administration of job training and placement programs, including, but not limited to those financed through moneys received pursuant to the Federal Job Training Partnership Act of 1982. In fulfilling this responsibility the Committee shall:
III. Responsibilities of State Agencies.
Technical assistance for the committee shall be provided by the staff of the Executive Chamber. In addition, all agencies, departments, divisions, boards, offices and public corporations of the State are directed to cooperate with the Committee and to provide whatever assistance the Committee may require to fulfill its purposes. Assistance may include, but need not be limited to, consultation with and the use of agency staff and the provision of statistical and policy data.

WHEREAS, the strength of the economy of New York is now and will continue to be dependent upon the quality of its human resources; and
WHEREAS, the education and training of the State's workforce is essential to continued economic growth; and
WHEREAS, education and training constitute effective means for improving the economic opportunities available to unemployed or underemployed New Yorkers; and
WHEREAS, the Federal Job Training Partnership Act has imposed significant new responsibilities upon State government for planning and coordination of employment and training programs consistent with the State's overall economic strategy; and
WHEREAS, a mechanism must be established to assure the continued responsiveness of the State's education and training programs to the demands of industry;
NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and the Laws of the State of New York, do hereby establish a Job Training Partnership Committee (the “Committee”), located in the Executive Department, to assist in the development, implementation, and analysis of the State's employment and training programs.
