(a) Throughout the second year of title IV of the Elementary and Secondary Education Act the State advisory council has been very active in fulfilling its advisory role. The title IV of the Elementary and Secondary Education Act administrators and evaluators have worked with the advisory council in supplying necessary information to council members concerning major policy issues associated with the program. Examples of advisory activities taken from minutes of council meetings over the past year include:
(b) During fiscal year 1978, the advisory council plans to continue active consideration of title IV of the Elementary and Secondary Education Act policy issues. The following planned agendas of council meetings indicate many of the policy areas which will be addressed in the 1978 fiscal year. Major issues for part B include consideration of the part B formula for fiscal year 1978, consideration of the outcomes of part B, review of the implementation of procedures for project monitoring and evaluation and review of planning requirements for part B projects in fiscal year 1978. Major issues for part C include establishing allocations for fiscal year 1978, review of project validation and monitoring procedures and evaluating the overall strategy of transferring success under part C. Major issues under strengthening State and local education agencies include priorities for fiscal year 1978 and review of projects supported by these funds.

(2) During the coming fiscal year, efforts will be made to generate special evaluation reports which will be particularly helpful to advisory council members in fulfilling their advisory role. These special reports will be timed to coincide with major policy determinations facing the council. Examples of proposed reports include: report on the status of the maintenance of effort problem under title IV of the Elementary and Secondary Education Act—parts B and C; report on the financial impact of the part B formula on various types of local districts; report on the outcomes of the monitoring process for part C projects; report on the utility of the part C strategy of transferring successes. Additional reports will be generated for selected part C strengthening projects.
(d) Reporting activities.
During the 1978 Federal fiscal year, the advisory council plans to fulfill its reporting responsibilities as outlined in section 403(b) of The Elementary and Secondary Education Act through the publication of an annual report for fiscal year 1977. The report will discuss the council's activities, recommendations as well as its evaluation procedures and results. The report will be disseminated to local school districts and interested agencies and organizations throughout the State.
