(a) The New York State title IV of the Elementary and Secondary Education Act—part B dissemination effort seeks to accomplish two purposes: (1) to disseminate information regarding participation in the title IV-B program to local education agencies and (2) to disseminate the results of State advisory council evaluation and State Education Department evaluation. The total dissemination effort will improve local planning and decision making in order to assure the most effective use of part B funds.

1. (1) Needs assessment. The review of fiscal year 1977 applications and requests from local education agencies for additional technical assistance will aid in identification of information needs. Attention will be given to those areas which appear to be creating the most confusion on the part of local agencies and/or those areas where greater efforts toward effective use of funds need to be made.
2. (2) Information regarding program participation will be distributed to all chief school officers, diocesan superintendents, private school principals and other appropriate organizations and persons. Information packets contain planning guides (including standards), application forms, and covering memorandum offering consultation services. Allocation notices are sent to chief school officers of all eligible local education agencies.
3. (3) A series of regional meetings will be held throughout the State to provide an additional forum for clarification of the requirements for participation in the part B program. The meetings will emphasize the importance of planning for effective use of allocated funds, private school participation, how to complete the application, and evaluation. Descriptive materials will be distributed at the meetings.

4. (4) The State Education Department will make technical assistance available to eligible local education agencies and to private school officials. Consultation and technical assistance services will be publicized through program planning materials, orientation sessions and regional representatives.

   (c) Dissemination of program results.

5. (1) Part B program effectiveness will be ascertained in three ways; (1) advisory council evaluation, (2) on-site monitoring by State Education Department staff and (3) self-evaluation by the local education agency.
6. (2) In each case the evaluation will be based on a sample of participating local education agencies.
7. (3) The most effective part B programs will be identified through this three-pronged evaluation. Evidence of comprehensive planning will be sought and programs will be representative of all part B program purposes for both public and private school children.
8. (4) A brochure describing effective part B programs will be prepared and disseminated to local education agencies.
9. (5) Guidelines will be prepared for local and intermediate education agencies encouraging them to undertake local and/or regional dissemination efforts.
10. (6) Representatives of local education agencies with effective part B programs will be invited to State and regional conferences and workshops to share their Part B program planning and implementation strategies with other school personnel.
11. (7) Coordination with the New York State Education Department's Educational Program and Studies Information Services (EPSIS) and with the dissemination effort under part C will occur.

(b) Program participation.
