1. (a) curriculum development;
2. (b) instructional salaries;
3. (c) combination of on-the-job training and classroom training;
4. (d) counseling;
5. (e) support services;
6. (f) project supervision and administration; and
7. (g) such other costs as may be approved by the commissioner.

Costs which may be included in the 50 percent of the total program cost paid by the employer specific training grant shall include:
