(a) extent to which priorities identified by the department are addressed;
(b) cost effectiveness of project;
(c) capability of agency to carry out proposed project;
(d) extent to which matching resources support project objectives;
(e) anticipated results of project;
(f) linkages with State, Federal and local resources to extend services to clients;
(g) extent to which agencies provide comprehensive services to enrollees; and
(h) other criteria which the commissioner at his discretion may include.

The selection of agencies to operate programs funded pursuant to JTP A section 123 shall be based on the following:
