1. (a) Agriculture, business and distributive education (occupational), health occupations, home economics (occupational), technical subjects, and trade subjects—as defined by the commissioner. Baccalaureate degree program.

   1. (1) Provisional certificate.

      1. (i) Preparation. The candidate shall hold a baccalaureate degree from an institution whose program is registered or recognized by the department. The program shall include: 36 semester hours in the occupational teaching area for which certification is sought, 12 semester hours in professional education including at least six semester hours of specific training in the teaching of occupational subjects, and a college- supervised student teaching experience.
      2. (ii) Experience. A minimum of one calendar year of appropriate experience in the occupation for which the certificate is to be issued. (This experience, in blocks of not less than three months, may be included within the period of study for the baccalaureate degree if designed and supervised by the higher institution and approved by the department. In the case of persons seeking certification in the trade and technical subjects, such experience may be earned prior to the applicant's matriculation for the baccalaureate degree.)

      3. (iii) Examinations for provisional certificate.

         1. (a) Each candidate for a provisional certificate who is issued a certificate of qualification with a date of issuance prior to September 2, 1999, or each candidate who was not issued such certificate but who is issued the provisional certificate with a date of issuance prior to September 2, 1999, shall submit evidence of having achieved a satisfactory level of performance on either the NTE Core Battery tests or the liberal arts and sciences portion and the written assessment of teaching skills portion of the New York State Teacher Certification Examinations.
         2. (b) Each candidate who is issued the provisional certificate with a date of issuance on or after September 2, 1999 shall submit evidence of having achieved a satisfactory level of performance on the liberal arts and sciences portion and the written assessment of teaching skills portion of the New York State Teacher Certification Examinations, except that such candidate who has achieved a satisfactory level of performance on the NTE Core Battery tests prior to September 2, 1999 shall be permitted to substitute such performance on the NTE Core Battery tests for a satisfactory level of performance on the liberal arts and sciences portion and the written assessment of teaching skills portion of the New York State Teacher Certification Examinations.
      4. (iv) Time validity. The provisional certificate shall be valid for five years from its effective date and is renewable subject to the approval of the commissioner for good cause shown as defined in section 80-1.6 of this Part, except that the commissioner shall not accept applications for such renewals which are submitted to the commissioner after February 1, 2004.
   2. (2) Permanent certificate. The candidate shall have completed a master's degree which is functionally related to the occupational field of teaching service, as defined by the commissioner, and two years of school experience as a teacher of occupational subjects. The total program of preparation shall include the requirements for the issuance of the provisional certificate.

2. (b) Health occupations, technical subjects, trade subjects, and specialized subject areas in agriculture, business and distributive education (occupational), and home economics (occupational)—as defined by the commissioner. Associate degree program.

   1. (1) Provisional certificate.

      1. (i) Preparation. The candidate shall hold an associate degree in the occupational area for which certification is sought from an institution whose program is registered or recognized by the department. Within or in addition to the aforementioned study, the candidate shall have completed 18 semester hours in professional education including at least nine semester hours of specific training in the teaching of occupational subjects, and a college-supervised student teaching experience.
      2. (ii) Experience. A minimum of two years of appropriate experience in blocks of not less than three months in the occupation for which the certificate is to be issued. (This experience, clearly related to the technology in which the associate degree is granted, may be accrued either prior to or upon completion of the associate degree program.)
      3. (iii) Time validity. The provisional certificate shall be valid for five years from its effective date and is renewable subject to the approval of the commissioner for good cause shown as defined in section 80-1.6 of this Part, except that the commissioner shall not accept applications for such renewals which are submitted to the commissioner after February 1, 2004.

   2. (2) Permanent certificate.

      1. (i) Preparation. The candidate shall have completed two years of service in the area of certification being sought and 30 semester hours of upper level collegiate study appropriate for the certification area. The total program of preparation shall include the requirements for the issuance of the provisional certificate.

      2. (ii) Examinations for permanent certificate.

         1. (a) Each candidate for a permanent certificate who is issued a certificate of qualification with a date of issuance prior to September 2, 1999, or each candidate who was not issued such certificate but who is issued the provisional certificate with a date of issuance prior to September 2, 1999, shall submit evidence of having achieved a satisfactory level of performance on either the NTE Core Battery tests or the liberal arts and sciences portion and the written assessment of teaching skills portion of the New York State Teacher Certification Examinations.
         2. (b) Each candidate for a permanent certificate who is issued the provisional certificate with a date of issuance on or after September 2, 1999 or is issued a renewed provisional certificate pursuant to section 80-1.7(a)(2) of this Part with a date of issuance on or after September 2, 1999 shall submit evidence of having achieved a satisfactory level of performance on the liberal arts and sciences portion and the written assessment of teaching skills portion of the New York State Teacher Certification Examinations, except that such candidate who has achieved a satisfactory level of performance on the NTE Core Battery tests prior to September 2, 1999 shall be permitted to substitute such performance on the NTE Core Battery tests for a satisfactory level of performance on the liberal arts and sciences portion and the written assessment of teaching skills portion of the New York State Teacher Certification Examinations.

3. (c) Trade subjects and specialized subject areas in agriculture, health occupations, and home economics (occupational)—as defined by the commissioner—nondegree program.

   1. (1) Provisional certificate.

      1. (i) Preparation. The candidate, subsequent to high school graduation (or its equivalent), shall have completed 30 semester hours at an institution whose program is registered or recognized by the department. Within or in addition to the aforementioned study, the candidate shall have completed 18 semester hours of professional education including at least nine semester hours of specific training in the teaching of occupational subjects, and a college-supervised student teaching experience.
      2. (ii) Experience. A minimum of four years of appropriate experience in blocks of not less than three months in the occupation for which the certificate is to be issued (this experience, clearly related to the occupation for which the certificate is to be issued, may be accrued either prior to or upon completion of high school graduation).
      3. (iii) Time validity. The provisional certificate shall be valid for five years from its effective date and is renewable subject to the approval of the commissioner for good cause shown as defined in section 80-1.6 of this Part, except that the commissioner shall not accept applications for such renewals which are submitted to the commissioner after February 1, 2004.

   2. (2) Permanent certificate.

      1. (i) Preparation. The candidate shall have completed two years of service in the area of certification being sought and 30 semester hours of upper level collegiate study appropriate for the certification area. The total program of preparation shall include the requirements for the issuance of the provisional certificate.

      2. (ii) Examinations for permanent certificate.

         1. (a) Each candidate for a permanent certificate who is issued a certificate of qualification with a date of issuance prior to September 2, 1999, or each candidate who was not issued such certificate but who is issued the provisional certificate with a date of issuance prior to September 2, 1999, shall submit evidence of having achieved a satisfactory level of performance on either the NTE Core Battery tests or the liberal arts and sciences portion and the written assessment of teaching skills portion of the New York State Teacher Certification Examinations.

         2. (b) Each candidate for a permanent certificate who is issued the provisional certificate with a date of issuance on or after September 2, 1999 or is issued a renewed provisional certificate pursuant to section 80-1.7(a)(2) of this Part with a date of issuance on or after September 2, 1999 shall submit evidence of having achieved a satisfactory level of performance on the liberal arts and sciences portion and the written assessment of teaching skills portion of the New York State Teacher Certification Examinations, except that such candidate who has achieved a satisfactory level of performance on the NTE Core Battery tests prior to September 2, 1999 shall be permitted to substitute such performance on the NTE Core Battery tests for a satisfactory level of performance on the liberal arts and sciences portion and the written assessment of teaching skills portion of the New York State Teacher Certification Examinations.

            (d) Additional requirements.

   3. (1) Persons seeking certification to teach in any of the general health occupations shall hold the appropriate New York State registration. Persons seeking certification to teach in the practical nursing program shall hold valid registration in New York State as a professional nurse.

   4. (2) Persons seeking certification to teach in any occupational subject area which requires a person to hold a valid State or Federal license to legally perform that service shall hold the appropriate license.

      (e) Substitution.

      One year of paid, full-time satisfactory teaching experience in an occupational subject may be accepted in lieu of the college-supervised student teaching when such experience carries the recommendation of the school district administrator under whom the service was performed.

      (f) Coordinator of diversified cooperative work-study programs.

      Candidates who apply and upon application qualify for an extension in coordinator of diversified cooperative work-study programs prior to February 2, 2004, shall meet the requirements of this subdivision. The commissioner shall not accept applications for the extension in coordinator of diversified cooperative work-study programs submitted to the commissioner after February 1, 2004. A provisional or permanent certificate for teaching industrial arts or an occupational subject may be extended to include service as a coordinator upon completion of the following requirements: six semester hours of collegiate-level study in the organization and development of diversified cooperative programs in a program registered or approved by the department.

      (g) Teachers of occupationally related mathematics and of occupationally related science.

      Candidates who apply for an extension in occupationally related mathematics or in occupationally related science prior to February 2, 2004 shall meet the requirements of this subdivision. The commissioner shall not accept applications for the extension in occupationally related mathematics or in occupationally related science submitted to the commissioner after February 1, 2004.

   5. (1) Occupationally related mathematics. A provisional or permanent certificate to teach an occupational subject issued under subdivision (a) or (b) of this section may be extended to include the occupationally related mathematics course, as defined in section 100.1(n) of this Title, upon completion of six semester hours of mathematics.
   6. (2) Occupationally related science. A provisional or permanent certificate to teach an occupational subject issued under subdivision (a) or (b) of this section may be extended to include occupationally related science upon completion of six semester hours of science.

A candidate may obtain a certificate in an occupational subject upon evidence that the requirements of this section have been met.
