An individual, association, copartnership or corporation in New York which is not empowered to confer associate, baccalaureate or higher degrees shall not offer a program leading to a degree to be conferred by an institution, located within or outside of New York State, which is not accredited for degree purposes by an accrediting agency recognized by the United States Office of Education.
