(a) Pursuant to article 12 of the Public Health Law, the Water Resources Commission, after proper study and following public hearings conducted by the former Water Pollution Control Board and said commission, held on due notice, hereby adopts and assigns the following classifications and standards of quality and purity to all surface waters within the Cattaraugus Creek drainage basin including other drainage basins tributary to Lake Erie between Eighteenmile Creek and Big Sister Creek and between Big Sister Creek and Cattaraugus. Said drainage basins comprise the following areas:

1. (1) Cattaraugus Creek drainage basin, from the mouth of the creek to its source and all land and water areas, the natural surface water drainage from which is tributary directly and indirectly to Cattaraugus Creek.
2. (2) All the land and water areas, the natural surface drainage from which is tributary directly or indirectly to Lake Erie in the area bounded by the lake shore and the topographical limits of Big Sister Creek and Eighteenmile Creek drainage basins.
3. (3) All the land and water areas, the natural surface water drainage from which is tributary directly or indirectly to Lake Erie in the area bounded by the lake shore and the topographical limits of Cattaraugus Creek and Big Sister Creek drainage basins.
