1. (a) In wild river areas:

   1. (1) new discharges of any substances are prohibited; and
   2. (2) upon its designation by the Legislature, the water quality classification of the river will be evaluated by the department and consideration will be given to reclassifying the river to Class N pursuant to Part 609 of this Title if this is not the present classification. If a Class N classification is not applicable, the most restrictive classification appropriate, considering future uses of the river, will be applied. Such evaluation will be accomplished as part of the boundary setting process under section 666.6 of this Part.

2. (b) In scenic and recreational river areas:

   1. (1) new discharges from point sources are not allowed unless the applicant shows that such discharge will not have a detrimental impact on river area resources; and
   2. (2) upon its designation by the Legislature, the water quality classification for a river will be evaluated by the department and a consideration given to reclassification to the most restrictive classification appropriate, considering river corridor resources identified in the statewide rivers inventory, designation study report and final corridor boundary study, as well as future uses of the river and river area which are allowable. Such evaluation will be accomplished as part of the boundary setting process under section 666.6 of this Part.
3. (c) Existing discharges from point sources will be minimized or eliminated.

4. (d) Stormwater runoff from point and nonpoint sources will be controlled and managed by the department as follows:

   1. (1) plans are required for all nonpoint sources and will be designed to minimize pollutant discharges within the river area;
   2. (2) stormwater runoff from a new development will not exceed pre-developmental (natural) conditions; and
   3. (3) stormwater runoff must be managed to the extent practicable within each newly created lot. Development plans must provide for control of the first one half inch of runoff from all disturbed and otherwise developed areas.
