(a) Upon determining that an application is complete and is for a major project, the department must:

(8) For delegated permits, the notice of complete application will serve as a fact sheet for projects or facilities on a list agreed to by the department and the U.S. Environmental Protection Agency (EPA) or for projects that the department finds are the subject of significant public interest or raise substantive and significant issues. For delegated SPDES permits, the notice of complete application must include notice of availability of a fact sheet developed in accordance with section 750-1.9 of this Title.
