(a) Each person required to obtain a permit, certificate or approval pursuant to the waste transporter permit requirements set forth in title 3 of article 27 of the ECL must annually submit to the department a waste transporter program fee determined as follows:

1. (1) If the permit is to transport industrial-commercial waste or low-level radioactive waste:

   1. (i) $500 for the first vehicle permitted; and
   2. (ii) $200 for each additional vehicle permitted.

2. (2) For any other person:

   1. (i) $250 for the first vehicle permitted; and
   2. (ii) $100 for each additional vehicle permitted.
