Prior to closure of the land disposal facility, a permit may only be transferred to another party by modification of the permit in accordance with section 383-3.12 of this Subpart. A permit will only be transferred upon a demonstration that the prospective transferee will be able to comply with the applicable laws and regulations, the permit, and other requirements to which the prospective transferor is subject.
