1. (a) are necessary to demonstrate compliance with this Part; and

2. (b) are reasonable, in scope and method, to evaluate:

   1. (1) the magnitude and extent of radiation levels in the environment;
   2. (2) concentrations or quantities of radioactive material in effluents, used in the environment, or disposed of in the environment; and
   3. (3) the potential radiological hazards and environmental impacts.

Each person subject to this Part must make or cause to be made, surveys that:
