1. (1) Hazardous waste facility permits for land disposal facilities and incinerators shall be effective for a fixed term not to exceed five years. Hazardous waste facility permits for all other units shall be effective for a fixed term not to exceed 10 years.
2. (2) The term of a permit shall not be extended by modification beyond the maximum duration specified in this section.

3. (3) The commissioner may issue any permit for a duration that is less than the full allowable term under this section.

   (b) Renewal applications.

   Complete applications for a permit renewal must be submitted at least 180 days before the expiration date of the existing permit. See also section 373-1.10 of this Subpart.
