1. (1) If a geomembrane is utilized as intermediate cover, the geomembrane material must be chemically and physically resistant to materials it contacts, and be able to accommodate the expected forces and stresses such as those caused by settlement of waste and wind uplift.

2. (2) Soil utilized as intermediate cover must be a minimum thickness of 12 inches.

   (b) Construction requirements.

   Intermediate cover geomembranes must be seamed in accordance with the manufacturer’s recommendations, and must be installed on top of operating cover.

An intermediate cover must be constructed of a geomembrane or soil layer which will inhibit precipitation from entering the waste mass, contain leachate outbreaks, and inhibit migration of decomposition gases.
