(b) Commencing at the intersection of Interstate Route 81 and the Oswego-Jefferson county line; thence easterly along the county line to a point due north of the junction of Center Road and Willis Drive; thence due south to Little Sandy Creek; thence westerly along Little Sandy Creek to the Lacona village line; thence clockwise along the Lacona village line to the Sandy Creek village line; thence clockwise along the Sandy Creek village line to Interstate Route 81; thence northerly along Interstate Route 81 to the beginning point.
