1. (a) All that area south and west of a line commencing at a point on the Niagara-Erie county line due south of the intersection of Payne Avenue and Sweeney Street; thence due north to said point; thence northeasterly along a straight line to the junction of Erie Avenue and Nash Road (Division Street); thence northeasterly along Erie Avenue to Niagara Falls Boulevard; thence northwesterly along Niagara Falls Boulevard to Ruie Road; thence westerly along a straight line to the intersection of Ward Road and Payne Avenue; thence due southwest to the Niagara River.
2. (b) All that area south and west of a line commencing at a point on the north bank of the Niagara River due south of the intersection of Pine Avenue and Military Road; thence due north to said point; thence northwesterly along Military Road to Lockport Road; thence westerly along Lockport Road to Interstate Route 190; thence northwesterly along Interstate Route 190 to Upper Mountain Road; thence westerly along Upper Mountain Road to Lewiston Road; thence due west to the Niagara River.
3. (c) All that area bounded by a line commencing at the intersection of Route 31 and Upper Mountain Road in the town of Lockport; thence due south to Hinman Road; thence easterly along Hinman Road to the Lockport city line; thence counterclockwise along the city line to Route 78 (Transit Road); thence northerly along Route 78 to Route 31 (West Avenue); thence westerly along Route 31 to the beginning point.
