(a) The continuous monitoring provisions of this section apply to owners of stationary combustion installations:
(b) Continuous emission monitors (CEM) for sulfur compound emissions (expressed as sulfur dioxide) must be installed and operated at all times that the stationary combustion installation is in service. Such instruments must be operated in accordance with manufacturer's instructions, must satisfy the criteria in “performance specification 2”, appendix B, part 60 of title 40 of the Code of Federal Regulations (see Table 1, section 200.9 of this Title), and must be acceptable to the department.
