Department representatives must be granted access, during normal operating hours, to any facility regulated by this Part, including facilities that are not required to obtain a permit or registration pursuant to Subpart 201-3 of this Part, for the purpose of determining compliance with this and any other State or Federal air pollution control requirement, regulation, or law.
