(b) Except by prior written authorization by the regional supervisor of natural resources, the following prohibitions also apply:

1. (1) operating any motorized vehicle on the area except on access roads and designated parking areas;
2. (2) parking beyond the limits of a posted quota for vehicles or outside of a designated parking area;
3. (3) launching of vessels other than from designated launch sites;
4. (4) open fires; and
5. (5) discharging firearms except at wildlife which may legally be taken.
