(a) Each licensee shall permit and assist the superintendent to examine the licensee whenever in the superintendent’s judgment such examination is necessary or advisable, but not less than once every two calendar years, including, without limitation, to determine:

1. (1) the financial condition of the licensee;
2. (2) the safety and soundness of the conduct of its business;
3. (3) the policies of its management;
4. (4) whether the licensee has complied with the requirements of laws, rules, and regulations; and
5. (5) such other matters as the superintendent may determine, including, but not limited to, any activities of the licensee outside the State of New York if in the opinion of the superintendent such activities may affect the licensee’s virtual currency business activity.
